This was at the Premiere for MiB3. The reporter kissed Smith in the manner he did to get him  p i s s e d  off so that his name would be on the front page of every newspaper. I don't know if it was a misunderstanding or customary for Russian reporters to greet those they interview like that, but it reminds of "Reporters" that purposely sandbag their target as seen on Punk'd, The Daily Show or Stuttering John from his days on The Howard Stern Show.
