24 is famous for killing off popular characters. It's actually why fans continue to flock to the series because you want to see who is going to make it and who isn't. As soon as they said last week that Heller was going to give himself up, it was set. Sure, this episode would be 55 minutes of them trying to save Heller at the 11th hour, but it would prove futile and he would go out in a blaze of glory, which he did.
